DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)
The Department of Management and Budget respectfully requests to reallocate the unspent balances of multiple ARPA grant-funded projects. The grants in question were initially allocated to three separate external organizations: the Capital Region Workforce Development Board, the Albany County Historical Association, and the Capital Behavioral Health Network. These subrecipients each indicated to the County that their awards were complete, or else that they did not have the capacity to spend the full amounts before the ARPA grant’s deadline. As such, Albany County has reallocated these excess funds for distribution to other ARPA projects. Per US Treasury regulations on ARPA, this is an allowable use of funds as long as the project receiving funds was previously obligated. The funds in this reallocation total $25,678.94, and they will all be reallocated to the Central Warehouse Demolition project. This change will come at no additional cost to the County.
