DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)

A Project Management and Energy Service Company (ESCO) operates to maximize energy savings, efficiencies and related improvements to existing facilities and fixtures owned, operated and maintained by the County through capital improvements financed through an Energy Performance Contract (EPC). The ESCO performs audits at no cost to the County to identify potential saving and then pays for the capital improvement leveraging long term energy savings. This solution expedites the process for project implementation and leverages cost savings through project financing, installation of efficient system, use of utility rebates or renewable energy credits and other innovative methods.
