AUTHORIZING AGREEMENTS REGARDING THE CHILDREN’S ADVOCACY CENTER AND AMENDING THE 2022 DEPARTMENT FOR CHILDREN, YOUTH AND FAMILIES BUDGET

                     By Social Services Committee:

 

WHEREAS, The Commissioner of the Department for Children, Youth and Families (DCYF) has requested authorization to enter into an agreement with the New York State Office of Children and Family Services (OCFS) to accept grant funding regarding the Children’s Advocacy Center in the amount of $140,399 for a term commencing October 1, 2022 and ending September 30, 2023, and

 

WHEREAS, The Commissioner has also requested authorization to renew an interdepartmental agreement with the Albany County Crime Victims and Sexual Violence Center (ACCVSVC) regarding treatment of victims of child abuse in an amount not to exceed $27,333 for a term commencing October 1, 2022 and ending September 30, 2023, and

 

WHEREAS, The Commissioner has also requested authorization to renew an agreement with the City of Albany Police Department for a part-time Law Enforcement Coordinator co-located at the Children’s Advocacy Center who serves as the liaison between the Center and the multiple law enforcement agencies in Albany County and those outside of the County, to include the FBI and Homeland Security, in an amount not to exceed $18,000 for a term commencing October 1, 2022 and ending September 30, 2023, and

 

WHEREAS, The Commissioner has indicated that a budget amendment in the amount of $41,740 is necessary to incorporate a portion of the aforementioned funding into the 2022 DCYF budget, now, therefore, be it

 

RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter an agreement with the OCFS regarding the aforementioned grant funding in the amount of $140,399 for a term commencing October 1, 2022 and ending September 30, 2023, and, be it further

 

RESOLVED, That the County Executive is also authorized to execute an interdepartmental agreement between the DCYF and the ACCVSVC in an amount not to exceed $27,333 for a term commencing October 1, 2022 and ending September 30, 2023, and, be it further

 

RESOLVED, That the County Executive is also authorized to enter into an agreement with the City of Albany Police Department for a part-time Law Enforcement Coordinator co-located at the Children’s Advocacy Center in an amount not to exceed $18,000 for a term commencing October 1, 2022 and ending September 30, 2023, and, be it further

 

RESOLVED, That the 2022 Department for Children, Youth and Families budget is amended as follows:

 

Increase Revenue Account A3407 Children Advocacy Center by $41,740

 

Increase Appropriation Account A6119.4 by $41,740 by increasing the following line items:

Increase line item A6119 4 4020 Office Supplies by $800

Increase line item A6119 4 4036 Telephone by $600

Increase line item A6119 4 4039 Conference Training Tuition $2,950

Increase line item A6119 4 4042 Printing Advertising $340

Increase line item A6119 4 4046 Fees for Services $37,050

 

and, be it further

             

                     RESOLVED, That the Albany County Attorney is authorized to approve said agreements as to form and content, and, be it further

 

                     RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate State and County Officials.
