Justification: (state briefly why legislative action is requested)

Bond resolution is required to pursue funding and grant opportunities from Environmental Facilities Corporation (EFC) to demonstrate the County’s commitment and borrowing capacity for this project.

Project to include the engineering study, design and construction of improvements to the District’s existing sludge processing systems.  The initial engineering study will evaluate improvements to the existing sludge processes required to comply with an active NYSDEC Order on Consent.  Additionally the study will evaluate the option of consolidating both South Plant and North Plant sludge operations to the North Plant.
