DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)
The Department for Children, Youth and Families respectfully requests authorization for Albany County to renew its contractual agreement with The House of the Good Shepherd for the provision of Non-Secure Detention Services. The requested term will be January 1, 2027 - December 31, 2027 in the amount of $1,056,935.00. This is the first of two options to renew under this RFP.
The Department issued a Request for Proposals for the provision of Non-Secure Detention Services-RFP #2026-010 - “NON SECURE DETENTION SERVICES” on January 8, 2026 with responses due January 23, 2026. Non-secure detention (NSD) programming is designed for juvenile delinquents or youth in need of supervision who require temporary care while their court cases are pending. Unlike secure detention, NSD facilities offer a home-like, supportive environment with close supervision, focusing on stabilization, rehabilitation, and reintegration into the community.
The Department desires to reserve 3 (three) beds in the House of the Good Shepherd’s NSD program.
The program will serve females and males between the ages of 12-17 years that meet the criteria for detention as outlined in Title 9 & 18 CCR-NY. A Family Court Order directing detention is required in order to be considered eligible for admission to the non-secure detention program. Youth detained by law enforcement that have not yet appeared in court will not be accepted into the agency’s non-secure detention program.
The House of the Good Shepherd will adhere to a standard admission procedure, which will include proper personal search and inventory and securing of personal belongings, medical screening within 24 hours, assessing self-preservation, conducting an admission risk assessment, and providing the youth with program orientation.
