DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)
Authorization is requested for the Department of Social Services (DSS) to accept the 2026 (YR 5) Rental Supplement Program (RSP) allocation of $1,125,750 from the NYS Office of Temporary and Disability Assistance, and to amend the approved DSS 2026 budget accordingly.
RSP funding enables DSS to provide rental subsidies to households experiencing homelessness or those at imminent risk. DSS will coordinate with the Albany County of Continuum of Care (i.e., local planning body coordinating housing and services for homeless individuals and families) and local emergency shelters to identify eligible candidates for the subsidy.
RSP funds will be used to subsidize up to 85% of Fair Market Rent (FMR) per household, and recipients will pay 30% of their income towards rent. Eligibility will continue until the household’s income reaches the level where rent is 30% or less of their total income and they are able to make full rental payments independently.
