DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)

Local Social Service districts are required to provide emergency/transitional shelter to homeless individuals and families. Therefore, permission is requested to contract with IPH (prev. Interfaith Partnership for the Homeless) to operate Mercy House located at 12 St. Joseph’s Terrace in Albany. The facility will serve six (6) adult females and fourteen (14) adult males.

The Provider will assist residents in applying for Temporary Assistance (TA - e.g., SSI/SSD); developing an Independent Living Plan which, at a minimum, includes an assessment of needs related to housing permanency, assistance with applying for TA and other benefits to reduce barriers to homelessness and address other factors underlying homelessness (e.g., mental illness, substance use disorders); and utilizing linkages/referrals to secure permanent housing or appropriate residential placement. The shelter provides three meals a day for residents.

Mercy House served 28 individuals in 2024.
