CREATING A GENERATIVE ARTIFICIAL INTELLIGENCE POLICY WORKING GROUP TO EXAMINE CREATING AN ALBANY COUNTY GENERATIVE ARTIFICIAL INTELLIGENCE POLICY

WHEREAS, Artificial intelligence is defined by the National Association of Counties as the “automation of tasks utilizing computer systems where little to no human intervention and oversight is required” and generative artificial intelligence is defined as “artificial systems that can generate novel content by relying on large language models, data sets and other methods of machine learning”, and

 

WHEREAS, In the 2020s, the technology powering artificial intelligence generally and generative artificial intelligence specifically have advanced in leaps and bounds, and have been implemented widely in many software applications, and

 

WHEREAS, Artificial intelligence has a wide variety of possible applications in the functioning of County government but also a wide variety of possible abuses, and

 

WHEREAS, In December 2024, the National Association of Counties released a comprehensive toolkit for counties to consider when approaching the issue of artificial intelligence, a report which included a recommendation to create a stand-alone policy on generative artificial intelligence and to establish a process to regularly review and update said policy, and

 

WHEREAS, It is incumbent on Albany County to create a Generative Artificial Intelligence Policy that will inform how potential uses and adoption will be handled in the future, now, therefore, be it

 

RESOLVED, By the Albany County Legislature, that a Generative Artificial Intelligence Policy Working Group (“GenAI Policy Working Group”) is hereby established for the purpose of developing an Generative Artificial Intelligence Policy for Albany County (“GenAI Policy”), which should consider both the circumstances and parameters under which Albany County may adopt the use of generative artificial intelligence in governmental functions, standards for expectations of behavior with respect to the use of generative artificial intelligence by individual employees of the County, as well as an appropriate timeframe for periodic review of the policy, and, be it further

 

RESOLVED, That the GenAI Policy Working Group shall be comprised of eight members which shall be appointed by the Albany County Executive, with at least one appointee being an individual with professional or academic experience in the field of Artificial Intelligence, with recommendations for two members by the Chief Information Officer, two members by labor organizations which represent Albany County employees, and one member each by the County Attorney and Commissioner of Human Resources, and, be it further

 

RESOLVED, That the Chairperson of the GenAI Policy Working Group shall be selected by the Albany County Executive, and, be it further

 

RESOLVED, That the GenAI Policy Working Group shall deliver a draft GenAI Policy to the Albany County Executive and the Chair of the Albany County Legislature on or before December 31st, 2025, and, be it further

 

RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
