RESOLUTION NO. 367

 

AUTHORIZING THE REALLOCATION OF UNEXPENDED FUNDS FOR PROJECTS COMPLETED UNDER THE AMERICAN RESCUE PLAN ACT TO RELATED PROJECTS AND AMENDING THE 2026 ALBANY COUNTY BUDGET

 

                     Introduced: 10/13/26

                     By Audit and Finance Committee:

 

WHEREAS, The County of Albany received $29.6 million in funds from the American Rescue Plan Act (ARPA) which may be used for various projects and programs within the County to help mitigate the long-term effects of the COVID-19 Pandemic, and

 

WHEREAS, The Albany County Legislature created the ARPA Executive Committee and its various Subcommittees to determine how these funds should be distributed and to review applications for these monies, and

 

WHEREAS, The ARPA Executive Committee and its various Subcommittees have worked tirelessly over the last year in order to establish guidelines that will assist them in reviewing and evaluating the numerous applications they will receive, and

 

WHEREAS, The Legal Project has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $454.21 in unexpended funds, and

 

WHEREAS, Youth FX has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $51.72 in unexpended funds, and

 

WHEREAS, The Albany County Airport Authority has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $20 in unexpended funds, and

 

WHEREAS, Albany County Action Partnership has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $11,513.82 in unexpended funds, and

 

WHEREAS, National Little League has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $178.13 in unexpended funds, and

 

WHEREAS, Russell Sage College has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $75.30 in unexpended funds, and

 

WHEREAS, Capital Region Workforce Development Board has notified the Commissioner of the Department of Management and Budget that they have completed their project and have requested to return the remaining $36,846.22 in unexpended funds, and

 

WHEREAS, The Commissioner has requested authorization to re-allocate unspent balances from this ARPA project to previously obligated projects of a substantially similar scope, as allowed by the US Treasury, now, therefore, be it

 

RESOLVED, By the Albany County Legislature, that the County Executive is hereby authorized to allocate said unspent funds to such similar programs as allowed by the US Treasury, as indicated on the spreadsheet annexed hereto, and, be it further

 

RESOLVED, The 2026 Albany County Budget is hereby amended as follows:

 

 

and, be it further

 

RESOLVED, That the County Attorney is authorized to approve said amendments as to form and content, and, be it further

 

                     RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
