Honorable Andrew Joyce and Members of the Albany County Legislature:

 

LADIES AND GENTLEMEN:

 

The Audit and Finance Committee of the Albany County Legislature met on November 20, 2019. Chairperson Willingham, Messrs. Clay, Burgdorf, Ms. Lekakis, Messrs. Grimm, Mayo, R. Joyce, and O’Brien were present. Mr. Mendick was excused. The following items were discussed and/or acted upon:

 

Approving Previous Meeting Minutes: Unanimously approved.

 

1.                     Resolution No. 280 for 2018: Authorizing Albany County’s Participation in the Sales Tax Free Week for 2018 on Items of Clothing and Shoes Costing Less Than $110: Tabled at the request of the sponsor.

 

2.                     Local Law No. “R” for 2018: A Local Law of the County Of Albany, New York Prohibiting Albany County Government from Assisting in the Investigation of Citizenship or Immigration Status of Any Person: Tabled at the request of the sponsor.

 

3.                     Resolution No. 376 for 2018: Public Hearing On Proposed Local Law No. “R” for 2018: Tabled at the request of the sponsor.

 

4.                     Authorizing an Agreement with Capital Market Advisors, LLC Regarding Financial Advisory Services: Tabled at the request of the sponsor.

 

5.                     Authorizing an Agreement with the New York State Office of the Attorney General Regarding the 2018 CAMS Body-Worn Camera Program and Amending the 2019 Sheriff’s Office Budget: The Sheriff requested authorization to enter into an agreement with the New York State Office of the Attorney General to accept grant funding through the 2018 CAMS Body-Worn Camera Program in the amount of $69,151 for the term commencing January 1, 2019 and ending June 30, 2019. After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

6.                     Amending the 2019 Sheriff’s Office Budget: Overtime: The Sheriff requested a transfer of funds within the 2019 Sheriff’s Office Budget to meet current and anticipated expenditures at the Albany County Correctional Facility. After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

7.                     Amending the 2019 Department for Children, Youth and Families Budget: Administrative Adjustments: The Department for Children, Youth and Families requested a transfer of funds within the 2019 Department for Children, Youth and Families Budget to accommodate unanticipated increases throughout 2019. After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

8.                     Authorizing an Agreement with Better Health for Northeastern New York, Inc. Regarding Tobacco and E-Cigarette Cessation Grant Funding and Amending the 2019 Department of Mental Health Budget: The Director of the Albany County Department of Mental Health requested authorization to enter into an agreement with Better Health for Northeastern New York, Inc. regarding tobacco and e-cigarette cessation grant funding in the amount of $75,000 for the term commencing December 1, 2019 and ending September 30, 2020. The Director also requested a budget amendment to incorporate a portion of the funding into the 2019 Department of Mental Health Budget. After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

9.                     Extending an Agreement with Capital Newspapers Division of the Hearst Corporation Regarding Naming Rights for the Times Union Center: The County Executive’s Office requested authorization to enter into an agreement with Capital Newspapers Division of the Hearst Corporation for the naming rights of the “Times Union Center” in an amount of $1,750,000 payable in equal annual installments of $350,000 for five years beginning January 1, 2021 and ending December 31, 2025. After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

10.                     Authorizing an Agreement with United Health Care of New York Regarding Medicare Reimbursement at Shaker Place Rehabilitation and Nursing Center: Tabled at the request of the sponsor.

 

11.                     Authorizing a Correction of the Tax Rolls for the City of Albany: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

12.                     Authorizing the Cancellation and Charge Back of Unenforceable Delinquent Real Property Tax Liens on a Parcel of Real Property: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

13.                     Authorizing the Refund of Real Property Taxes in the City of Albany: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

14.                     Authorizing an Extension Regarding the Authorization to Convey a Parcel of Real Property Located at 443 North Pearl Street (Tax Map No. 65.12-4-24) in the City of Albany: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

15.                     Authorizing the Conveyance of Two Parcels of Real Property Located in the City of Watervliet to the Albany County Land Bank Corporation: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

16.                     Authorizing the Conveyance of Various Parcels of Real Property Located in the City of Cohoes to the Albany County Land Bank Corporation: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

17.                     Authorizing the Conveyance of Real Property Located at 95 Morris Road (Tax Map No. 16.4-4-4.2) in the Town of Colonie: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

18.                     Authorizing the Conveyance of Real Property Located at 2 Thornton Road (Tax Map No. 65.56-2-49) in the City of Albany: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.

 

19.                     Adoption of the Albany County Budget for Fiscal Year 2020: After brief discussion, the Committee voted unanimously to move the following proposed budgets forward for legislative action with favorable recommendation: County Executive; Audit and Control; Clerk; Sheriff; Probation; Public Defender; Alternate Public Defender; Law; Management and Budget; Social Services; Nursing Home; Health; Mental Health; Crime Victim and Sexual Violence Center; Aging; Veterans Bureau; Human Resources; Children, Youth and Families; Water Purification District; Public Works; General Services; Board of Elections; Economic Development, Conservation and Planning; Coroners; Recreation; Cornell Cooperative Extension; Civic Center; Soil and Water Conservation; Hospital and Medical Insurance; BHNNY Grant; Child Advocacy Center; and Purchase of Services for Recipients. The Committee voted 7-1, with Mr. Grimm opposed, to move the proposed budgets for the District Attorney and the Contingent Account forward for legislative action with favorable recommendation. The Committee voted 6-2, with Messrs. Grimm and Burgdorf opposed, to move the proposed budget for the Legislature forward for legislative action with a favorable recommendation.

 

20.                     Appropriation of Amounts Contained in the 2020 Albany County Budget: After brief discussion, the Committee voted unanimously to move the proposal forward for legislative action with a favorable recommendation.
