AUTHORIZING AGREEMENTS AND AMENDING THE 2021 DEPARTMENT FOR CHILDREN, YOUTH AND FAMILIES BUDGET: GUN VIOLENCE PREVENTION PROGRAM

By Social Services Committee, Messrs. A. Joyce, Feeney, Bruschi, Ms. Chapman, Messrs. Clay, Cleary, Commisso, Ms. Cunningham, Messrs. Efekoro, Ethier, Fein, R. Joyce, Ms. Lekakis, Mr. Mayo, Mss. McLaughlin, McLean Lane, Messrs. Miller, Peter, Ms. Plotsky, Messrs. Reidy, Reinhardt, Ricard, Simpson, Smith, Touchette, Ward, and Ms. Willingham:

 

                     WHEREAS, The Commissioner of the Department for Children, Youth and Families has requested authorization to enter into an agreement with New York State Office of Children and Family Services regarding the Gun Violence Prevention Program and grant funding in the amount of $115,000 for a term commencing September 1, 2021 and ending March 30, 2022, and

 

WHEREAS, The Commissioner has also requested authorization to enter into an agreement with Boys and Girls Club of Albany regarding positive youth activities that attract youth ages 14 - 21 at risk of being perpetrators and victims of gun violence in high gun violence neighborhoods in the amount of $75,000 for a term commencing September 1, 2021 and ending March 30, 2022, and

 

WHEREAS, The Commissioner has also requested authorization to enter into an agreement with House of Hoops regarding sports, visual and spoken word arts, neighborhood garden and park programs, music, theater, and dance programs, and community, restorative justice and civic engagement projects available at extended hours and on weekends, at times when gun violence is most prevalent in the amount of $40,000 for a term commencing September 1, 2021 and ending March 30, 2022, and

 

WHEREAS, The Commissioner has also requested an amendment to the 2021 Department for Children, Youth and Families Budget in order to incorporate said funding, now, therefore be it

 

RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into an agreement with the New York State Office of Children and Family Services regarding the Gun Violence Prevention Program and grant funding in the amount of $115,000 for the term commencing September 1, 2021 and ending March 30, 2022, and, be it further

 

RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into an agreement with Boys and Girls Club of Albany, Albany, NY 12210 regarding positive youth activities that attract youth ages 14 - 21 at risk of being perpetrators and victims of gun violence in high gun violence neighborhoods in the amount of $75,000 for a term commencing September 1, 2021 and ending March 30, 2022, and, be it further

                     RESOLVED, By the Albany County Legislature that the 2021 Department for Children, Youth and Families Budget is amended as follows:

 

Increase Revenue Account A3820 Division for Youth by $115,000

 

Increase Appropriation Account A6119.4 by $115,000 by increasing line item A6119 4 4903 Division for Youth by $115,000

 

and, be it further

 

RESOLVED, That the County Attorney is authorized to approve said agreements as to form and content, and, be it further

 

                     RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
