DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)
Authorization is requested to renew a contract with the Capital Area Council of Churches (CACC) to provide mandated emergency Code Blue shelter services for chronically homeless men 18 years and older who are ineligible for contracted shelter and/or when contracted shelters are full. The chronically homeless population often suffers from mental illness and/or alcohol/substance use disorders and are unable or unwilling to stay in more traditional shelters or hotels/motels. For many, the CACC Overflow Shelter is the only available open door.
Shelter doors open between 6:00 p.m. and 7:00 a.m. and remain open until 5:00 p.m. on extreme weather days. The Shelter serves up to 14 guests per night in a congregate setting November 2026 through April 2027, and offers hot meals, support, and supervision for guests each night.
During the 2025-2026 Code Blue Season (November 2025 through April 2026) the CACC Overflow Shelter served 143 individuals - up 131% during the same time frame in 2024-2025.
