DESCRIPTION OF REQUEST: (state briefly why legislative action is requested)
Code Blue is called when temperatures are expected to fall below 32°F (with wind chill) for at least two consecutive hours, based on the local forecast issued by the National Weather Service for the city, town, or village within the district known to have the largest population of unsheltered homeless persons.
ACDSS advances the State’s Code Blue regulations by ensuring shelter is available to individuals and families experiencing homelessness during extreme winter weather, regardless of circumstance or eligibility.
Therefore, permission is requested to renew a contract with The Altamont Program to operate the seasonal Warming Center, located at 45 South Ferry Street, to help meet mandated emergency measures and provide a low-barrier shelter option to augment existing homeless program(s) during the winter months.
The Warming Center will be open between 4:30 p.m. to 8:00 a.m., seven days per week throughout the Code Blue Season (November 1st through April 30th) and has the capacity to serve up to 25 single men and women who present as homeless and are unable or unwilling to engage with traditional shelter services due to past or potential circumstances, most often related to mental health or substance use.
During the 2025-26 Code Blue Season, a total of 415 Albany residents were served - an increase of more than 35% from 2024-25.
