AUTHORIZING AN AGREEMENT WITH THE NEW YORK STATE OFFICE OF VICTIM SERVICES REGARDING THE VICTIM AND WITNESS ASSISTANCE GRANT PROGRAM AND AMENDING THE 2022 CRIME VICTIM AND SEXUAL VIOLENCE CENTER BUDGET

WHEREAS, The Director of the Albany County Crime Victim and Sexual Violence Center has requested authorization to enter into a multi-year agreement with the New York State Office of Victim Services regarding the federal Victims of Crime Act (VOCA) Victim and Witness Assistance grant program in a total amount of $2,596,869 over a three-year term commencing October 1, 2022 and ending September 30, 2025, and
WHEREAS, The Director has also requested authorization to enter into the first year of the multi-year agreement in the amount of $865,623 for the term commencing October 1, 2022 and ending September 30, 2023, and
WHEREAS, The Director indicated that the funding will be used to support staff positions providing direct services to crime victims as well as operational costs throughout the duration of the three-year term, and,
WHEREAS, The Director has also requested a budget amendment to incorporate a portion of the funding into the 2022 Crime Victim and Sexual Violence Center Budget, now, therefore, be it
RESOLVED, By the Albany County Legislature that the County Executive is to enter into an agreement with the New York State Office of Victim Services regarding the VOCA Victim and Witness Assistance program in a total amount of $2,596,869 over a three-year term commencing October 1, 2022 and ending September 30, 2025, and, be it further
RESOLVED, That the County Executive is further authorized to enter into the first year of the multi-year agreement in the amount of $865,623 for the term commencing October 1, 2022 and ending September 30, 2023, and, be it further
RESOLVED, That the 2022 Crime Victim and Sexual Violence Center Budget is hereby amended as follows:
Increase Revenue Account A3496 NYS OVS Victim Assistance Grant by $10,806
Increase Revenue Account A3661 NYS OCFS Safe Harbour Grant by $10,838
Decrease Appropriation Account A4610.4 by $30,368 by decreasing Line Item A4610 4 4046 Fees for Services by $30,368
Increase Appropriation Account A4610.1 by $33,731 by increasing the following line items:
Increase Line Item A4610 1 2231 001 450033 Human Trafficking Services Coordinator by $12,304 with an annual salary of $49,216
Increase Line Item A4610 1 2237 002 450009 Crime Victim Caseworker by $10,866 with an annual salary of $43,462
Increase Line Item A4610 1 2244 001 450032 Community Engagement Liaison by $10,561 with an annual salary of $42,245
Increase Appropriation Account A4610.8 by $18,281 by increasing the following line items:
Increase Line Item A4610 8 9010 State Retirement by $6,341
Increase Line Item A4610 8 9030 Social Security by $2,580
Increase Line Item A4610 8 9060 Hospital and Medical Insurance by $9,360
and, be it further
RESOLVED, That the County Attorney is authorized to approve said agreement as to form and content, and, be it further
RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
