AUTHORIZING AN AGREEMENT WITH THE NEW YORK STATE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE REGARDING GRANT FUNDING AND AMENDING THE 2024 DEPARTMENT OF SOCIAL SERVICES BUDGET

                     By Social Services Committee:

 

                     WHEREAS, The Commissioner of the Department of Social Services has requested authorization to enter into an agreement with the New York State Office of Temporary and Disability Assistance (OTDA) regarding a Family-Centered Case Management Program in an amount of $496,153 for a term commencing July 1, 2024 and ending June 30, 2025, and

 

                     WHEREAS, The Commissioner has indicated that the grant funding will be utilized for the development of a Family-Centered Case Management Program and to promote or hire four credentialed and experienced staff members to provide case management services and support Temporary Assistance eligible families who face difficulty stabilizing their households and transitioning toward greater financial and housing security, and

 

WHEREAS, The Commissioner has also indicated that a budget amendment is necessary to incorporate a portion of said funds into the 2024 Department of Social Services Budget, now, therefore, be it

 

                     RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into an agreement with OTDA regarding a Family-Centered Case Management Program in an amount of $496,153 for a term commencing July 1, 2024 and ending June 30, 2025, and, be it further

 

                     RESOLVED, That the 2024 Department of Social Services Budget is amended as follows:

 

Increase Revenue Account A6010 0 4610 Social Services Admin - Federal by $226,889

 

Increase Appropriation Account A6010.4 by $2,100 by increasing the following line items:

Increase Line Item A6010 4 4036 Telephone by $1,050

Increase Line Item A6010 4 4046 Fees for Services $1,050

 

Increase Appropriation Account A6010.2 by $26,860 by increasing the following line items:

Increase Line Item A6010 2 2001 Office Equipment by $25,000

Increase Line Item A6010 2 2100 Communications Equipment by $1,860

 

Increase Appropriation Account A6010.1 by $121,830 by increasing the following line items:

Create and Increase Line Item A6010 1 2204 001 460374 CASAC by $29,822 with an annual salary of $59,643

Create and Increase Line Item A6010 1 2215 098 460156 Caseworker by $29,781 with an annual salary of $59,562

                     RESOLVED, That the County Attorney is authorized to approve said agreement as to form and content, and, be it further

 

                     RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
