AUTHORIZING THE ACCEPTANCE OF GRANT FUNDING AND AN AGREEMENT REGARDING THE CHILD RIGHT: SAFE HARBOR INITIATIVE AND AMENDING THE 2023 DEPARTMENT FOR CHILDREN, YOUTH AND FAMILIES BUDGET

WHEREAS, The Commissioner of the Department for Children, Youth and Families has requested authorization to enter into an agreement with the New York State Office of Children and Family Services (OCFS) in order to accept funding regarding the Child Right: Safe Harbor Initiative in the amount of $43,350, with no County share, for a term commencing January 1, 2023 and ending December 31, 2023, and
WHEREAS, The Child Right: Safe Harbor Initiative focuses on establishing a framework to increase the identification of potential trafficking victims, creating capacity for services in local infrastructures, and supporting direct services to those victims, and
WHEREAS, The Commissioner has also requested a budget amendment in order to incorporate the aforementioned funding, now, therefore, be it
RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into an agreement with OCFS in order to accept funding in the amount of $43,350, with no County share, for the term commencing January 1, 2023 and ending December 31, 2023, and, be it further
RESOLVED, That the 2023 Department for Children, Youth and Families Budget is amended as follows:
Increase Revenue Account A3407 Child Advocacy Center by $43,350
Increase Appropriation Account A6119.1 by $31,180 by increasing Line Item
A6119 1 8580 Per Diem Therapies PT by $31,180
Increase Appropriation Account A6119.2 by $500 by increasing Line Item A6119 2 2001 Equipment by $500
Increase Appropriation Account A6119.4 by $9,284 by increasing the following line items:
Increase Line Item A6119 4 4020 Office Supplies by $300
Increase Line Item A6119 4 4038 Travel/Mileage/Freight by $1,000
Increase Line Item A6119 4 4039 Conferences, Training, Tuition by $2,084
Increase Line Item A6119 4 4042 Printing and Advertising by $900
Increase Line Item A6119 4 4046 Fees for Services by $5,000
Increase Appropriation Account A6119.8 by $2,386 by increasing Line Item A6119 8 9010 Social Security by $2,386

RESOLVED, That the County Attorney is authorized to approve said agreement as to form and content, and, be it further
RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
