AUTHORIZING A DISBURSEMENT AGREEMENT WITH THE DORMITORY AUTHORITY OF NEW YORK STATE REGARDING THE VOORHEESVILLE QUIET ZONE PROJECT AND AMENDING THE 2023 PUBLIC WORKS BUDGET

By Public Works Committee:

WHEREAS, By Resolution No. 505 for 2016, this Honorable Body authorized an agreement with the Village of Voorheesville for the installation of quad gate systems at CSX Railroad crossing of County Routes 201 and 306 in the Village of Voorheesville with the cost thereof, after any State grants, to be borne 80% by the County of Albany and 20% by the Village of Voorheesville, and

WHEREAS, By Resolution No. 137 for 2018, this Honorable Body authorized the submission of a grant application to the Dormitory Authority of New York State (DASNY) regarding the Voorheesville Quiet Zone Project and remaining cost of the engineering study as well as the design, construction, and associated costs of the quad gate system, and

WHEREAS, By Resolution No. 251 for 2018, this Honorable Body authorized an agreement with the Village of Voorheesville for easements regarding the construction of a Quiet Zone by modification of two railway/road intersections on County Routes 201 and 306, and

WHEREAS, The Commissioner of the Department of Public Works has requested authorization to enter into a disbursement agreement with DASNY for the acceptance of grant funding for the design and construction of a Quiet Zone in the Village of Voorheesville in the amount of $340,000, and

WHEREAS, The Commissioner has indicated that the project will benefit pedestrian, bicycle, and vehicle traffic safety and will also improve quality of life because the enhanced safety infrastructure means trains no longer need to sound their horn as they approach the crossings, and

WHEREAS, The Commissioner has also indicated that a 2023 Department of Public Works budget amendment is necessary to incorporate the aforementioned funding, now, therefore, be it
