AUTHORIZING AN AGREEMENT WITH CARES, INC. REGARDING REIMBURSEMENT FOR EMERGENCY HOMELESS SHELTER SERVICES FOR COVID INFECTED OR QUARANTINED HOMELESS INDIVIDUALS AND FAMILIES

By Social Services Committee, Mr. A. Joyce, Ms. Chapman, Messrs. Domalewicz, Ethier, Ms. McLaughlin, Mr. Simpson and Ms. Willingham:

WHEREAS, Cares, Inc. has entered into an agreement with New York State Office of Temporary and Disability Assistance for Emergency Solutions Grant Program services and to support the efforts of Albany County Department of Social Services (DSS) and to utilize DSS personnel and expertise regarding COVID infected or exposed homeless individuals and families, and

WHEREAS, The Commissioner of the Department of Social Services has requested authorization to enter into an agreement with Cares, Inc. regarding reimbursement for emergency services performed, motel stays, food, and transportation of homeless individuals who are required to isolate due to a positive COVID test result or have a quarantine order from public health in the amount of $15,000 for a term commencing March 7, 2020 and ending September 30, 2022, and

WHEREAS, The Commissioner has indicated that the program protects other homeless individuals in shelters by removing COVID positive or potentially positive homeless individuals from congregate shelters during their quarantine period and the ongoing efforts will need to continue to help reduce significant outbreaks in our homeless shelters especially in regards to additional COVID surges and variant strains, now, therefore, be it
