AUTHORIZING AGREEMENTS WITH VARIOUS SCHOOL DISTRICTS FOR PRESCHOOL EVALUATION SERVICES FOR CHILDREN WITH SPECIAL NEEDS

By Social Services Committee, Willingham and Beston:

WHEREAS, Pursuant to the New York State Education Law, Albany County is required to provide an approved preschool special education program for children ages three to five years old who have been evaluated and determined by the Board of Education to have a disabling condition, and

WHEREAS, All school districts are approved evaluators of preschool students suspected of having a disability, and

WHEREAS, The Commissioner of the Department for Children, Youth and Families has requested authorization to enter into agreements with the School Districts listed below for preschool evaluation services for young children with special needs at the applicable rates established or approved by the New York State Education Department (NYSED), where Albany County is reimbursed 59.5% for costs incurred in the delivery of these services after backing out Medicaid reimbursement for a term commencing July 1, 2025 and ending June 30, 2026, now, therefore, be it

RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into agreements with the School Districts listed below for preschool evaluation services for young children with special needs at the applicable rates established or approved by NYSED, where Albany County is reimbursed 59.5% for costs incurred in the delivery of these services after backing out Medicaid reimbursement, for a term commencing July 1, 2025 and ending June 30, 2026:
