MAKING A SEQR DETERMINATION AND AUTHORIZING THE PURCHASE OF VARIOUS PARCELS OF REAL PROPERTY LOCATED AT THE FORMER ST. ROSE CAMPUS IN THE CITY OF ALBANY AND AMENDING THE 2025 ALBANY COUNTY BUDGET

By Audit and Finance Committee:

WHEREAS, The County Executive has requested authorization to purchase the following parcels of real property located at the former St. Rose Campus in the City of Albany for $6,000,000:

394 (A/KIA 392) Western Avenue (formerly known as the CSR Neil Hellman Library) (Tax Map No. 64.68-1-1);
420 (A/KIA 408) Western Avenue (formerly known as the CSR Event & Athletic Center) (Tax Map No.64-60-2-3);
994 Madison Avenue (formerly known as the CSR Huether School of Business)(Tax Map No. 64.68-2-4.2);
996 (A/KIA 1000) Madison Avenue (formerly known as the CSR Hearst Telecommunications Center)(Tax Map No. 64.68-2-71); and
1000 Madison Avenue (formerly known as the CSR Administration Center)(Tax Map No. 64.68-2-3)

and,

WHEREAS, The County Executive has indicated that said purchases will allow for the relocation of various County departments and services to the former College of St. Rose campus, offering direct services to County and neighborhood residents such as increasing public safety, free recreational programming, a multigenerational community center, walk in veterans' services, and crime victim's advocacy, and

WHEREAS, These purchases have been designated a Unlisted actions pursuant to the State Environmental Quality Review Act (SEQRA), and

WHEREAS, The County Executive has indicated that a short Environmental Assessment Form has been completed and, after review, it has been recommended that the Legislature determine that the Project will not have a significant adverse impact on the environment, and

WHERERAS, A budget amendment is necessary in order to effectuate said purchases, now, therefore, be it
