REQUESTING THE DEPARTMENTS OF MENTAL HEALTH AND SOCIAL SERVICES TO REPORT TO THE ALBANY COUNTY LEGISLATURE REGARDING SUBSTANCE USE DISORDER OPIOID TREATMENT FACILITIES LOCATED WITHIN ALBANY COUNTY

WHEREAS, Substance Use Disorder (SUD) Opioid Treatment Facilities (OTC) have been located in the County of Albany and in particular, the City of Albany, and
WHEREAS, The NYS Office of Addiction Services and Supports (OASAS) is required to coordinate with the Albany County Department of Mental Health for any approvals for these treatment facilities, and
WHEREAS, The location of these facilities may result in a cost to local municipal and County services including, police, EMS, medical and social services, and
WHEREAS, There is no publicly available census of the number of SUD/OTC's in Albany County, the number of individuals who are and have been treated in SUD /OTC's in Albany County and whether those individuals' receiving treatment reside in Albany County or are person having come for treatment from other Counties, and
WHEREAS, There is no publicly compiled information regarding the number of individuals who are receiving treatment in OTCs in Albany County who have been required by Court Order to participate in SUD OTCs, and
WHEREAS, There is no publicly compiled information regarding the post-treatment residency status of individuals who have received treatment at SUD/OTCs located within Albany County, and
WHEREAS, the Albany County Department of Mental Health is well positioned to access all requested information and to compile a study related thereto, and
