AUTHORIZING AN AGREEMENT WITH THE NEW YORK STATE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE REGARDING THE EMERGENCY RENTAL ASSISTANCE PROGRAM

By Social Services Committee and Audit & Finance Committees, Messrs. A.   Joyce, Cleary, Domalewicz, Ms. Lekakis, Messrs. Ricard and Mr. Simpson:

 

                     WHEREAS, By Resolution 22 for 2021, this Honorable Body authorized an agreement with the US Treasury  to accept grant funding in the amount of $9,061,754 regarding rental and utility assistance during COVID-19 for a term commencing January 1, 2021 and ending March 31, 2021, and

 

                     WHEREAS, The Commissioner of the Department of Social Services has requested authorization to enter into an agreement with the New York State Office of Temporary Disability Assistance (OTDA) regarding the administration of the Emergency Rental Assistance Program (ERAP) for a term commencing January 1, 2021 and ending September 30, 2022, and

 

                     WHEREAS, The Commissioner has also requested a transfer of the aforementioned grant funding to OTDA for the purpose of the ERAP, and

 

                     WHEREAS, OTDA will be responsible for creating an application portal, receiving and managing applications for assistance, verifying certain eligibility criteria, determining eligibility and providing financial assistance directly to landlords for this program, now, therefore, be it

 

RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into an agreement with the New York State Office of Temporary Disability Assistance regarding the administration of ERAP in the amount of $9,061,754, for a term commencing January 1, 2021 and ending September 30, 2022, and, be it further

 

                     RESOLVED, That the County Attorney is authorized to approve said agreement as to form and content, and, be it further

 

RESOLVED, That the Clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
