AUTHORIZING THE ACCEPTANCE OF GRANT FUNDING AND AMENDING THE 2021 DEPARTMENT OF SOCIAL SERVICES BUDGET

By Social Services Committee:
WHEREAS, By Resolution No. 148 for 2021, this Honorable Body authorized an agreement with New York State Office of Temporary Disability Assistance (OTDA) regarding the administration of the Emergency Rental Assistance Program (ERAP) in the amount of $9,061,754 for a term commencing January 1, 2021 and ending September 30, 2022, and
WHEREAS, As a condition of the aforementioned intergovernmental agreement with OTDA, all federally allocated funding regarding the ERAP was transferred from Albany County to OTDA for the administration of the program, and
WHEREAS, OTDA has set aside 10% of the funds in the amount of $906,176 to be granted to the County for the purposes of planning, monitoring, and implementing outreach and the provision of application assistance to local residents to ensure that sufficient approvable applications are received by OTDA, and
WHEREAS, The Commissioner has also indicated that a budget amendment is necessary to incorporate the aforementioned grant funding into the 2021 Department of Social Services budget, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is authorized to accept grant funding regarding the administration of the Emergency Rental Assistance Program in the amount of $906,176 for the term commencing January 1, 2021 and ending September 30, 2022, and, be it further
RESOLVED, By the Albany County Legislature, that the 2021 Department of Social Services Budget is amended as follows:
Increase Revenue Account A4612 Emergency Rental Assistance Prog. by $906,176
Increase Appropriation Account A6010.4 by $906,176 by increasing Line Item A6010 4 4086 Emergency Rental Assistance Prog. by $906,176
