AUTHORIZING AN AGREEMENT WITH SALIENT CORPORATION REGARDING ANNUAL MAINTENANCE AND USER LICENSING COSTS ASSOCIATED WITH SALIENT DATA MINING SOFTWARE

By Social Services Committee:

WHEREAS, The Commissioner of the Department of Social Services has requested authorization to enter into a three year agreement with Salient Corporation in the amount of $125,820 regarding annual maintenance and user licensing costs associated with Salient data mining software to assist the Department in analyzing data and identifying sources of potential fraud, waste and abuse within the Medicaid program for the term commencing September 1, 2021 and ending August 31, 2024, and

WHEREAS, The Purchasing Agent indicated Salient Corporation is the sole source for the annual maintenance of the software and its upgrades, therefore no bidding was required, and

WHEREAS, The Commissioner indicated that the cost of the agreement will be fully reimbursed by the federal and state governments, and

WHEREAS, The Commissioner indicated that the agreement includes the licenses for five named users to operate Salient's Muni Minder Medicaid Module, interface development, implementation support, hardware server, five days of onsite training, travel expenses and support and maintenance for three years, now, therefore, be it

RESOLVED, By the Albany County Legislature that the County Executive is authorized to enter into a three year agreement with Salient Corporation, Horseheads, NY 14845 in the amount of $125,820 regarding annual maintenance and user licensing costs associated with Salient data mining software to assist the Department in analyzing data and identifying sources of potential fraud, waste and abuse within the Medicaid program for the term commencing September 1, 2021 and ending August 31, 2024, and, be it further
